This is installation and rescue mode. It serves the purpose of initial device installation and basic system maintenance or troubleshooting. Video recording and other services are not running in this mode.
The system started into this mode either becase it is not yet installed properly or because it detected that something does not work as expected. (Or maybe the user requested it.)
